Creates the Standardized Protections for Residential Tenants Act. Prohibits a landlord, lessor, sub-lessor, or grantor from requiring a deposit or advance that exceeds the amount of one month's rent, unless the deposit or advance is for a seasonal use dwelling unit or unless the deposit or advance is for an owner-occupied cooperative apartment.
