Provides relative to the creation, administration, and eligibility requirements of the Homelessness Court program (RE SEE FISC NOTE GF EX)

If enacted, the bill could expand diversion programs for some people experiencing homelessness, but it could also increase criminal penalties for those same individuals by making sleeping or camping in public places illegal in many circumstances.

The bill creates a Homelessness Court program while also criminalizing unauthorized camping on public property and generally prohibiting local governments from allowing homeless encampments except in limited designated areas.
