Allow education employees to donate sick leave to co-workers for maternity leave

The purpose of this bill is to allow educators in the public school system or in the higher education system to donate leave to employees who use maternity leave. The bill defines maternity leave. Finally, the bill sets forth the process for the leave transfer.
