Transfer oversight of childcare from the Department of Human Services to the Department of Education

The purpose of this bill is to transfer all childcare services from the Department of Human Services to West Virginia Department of Education. The bill provides for the implementation of Early Childhood Education Centers. The bill provides for funding. Finally, the bill provides for certification.
