To authorize the HEPC to be able to adjust the required composite testing score for ACT and SAT in regard to PROMISE scholarship year to year in order to maximize the number of awards

The purpose of this bill is to permit the Higher Education Policy Commission ("HEPC") to adjust the qualifications for the PROMISE scholarship in order to maximize the number of students who may be eligible for the award.
